Customs clearance of imports

Customs clearance of imports is a mandatory procedure performed when importing goods, raw materials, and other supplies into Russia. It is carried out in strict compliance with legal requirements and requires the collection of the required documents and the payment of taxes and state duties. Customs clearance takes into account the type of cargo, the mode of transport used to deliver it, and the category of persons requesting the shipment.

List of documents
To clear imports through customs, you need to prepare the following package of documents:
  • foreign trade contract with appendices, additional agreements and specifications
  • pro forma invoice, invoice
  • packing list
  • certificate of country of origin
  • export declaration
  • transaction passport
  • permitting documentation (declarations of conformity, certificates of passing phytosanitary, radiological or other controls)
  • confirmation of payment of customs duties
  • contract for the provision of transport services, invoice for transportation, insurance (if necessary)
  • payment receipts for prepayment of goods (if any)
  • supplier's price list, certified by the Chamber of Commerce and Industry of the country of origin of the goods
  • technical data sheets with description, purpose and scope of application
Stages of import customs clearance
The procedure is carried out in the following sequence:
  • Based on the documents provided by the customer, the appropriate TN VED code is selected for the goods.
  • Customs rates are determined, which depend on the type, quantity and value of imported products.
  • Payments are being calculated
  • If necessary, registration of a foreign trade participant is carried out (the procedure is performed once during the first customs clearance of import or export)
  • The necessary documentation is being prepared
  • Duties, fees and other charges are paid
  • The collected package of documents is submitted to the customs authorities.
  • The cargo is declared, inspected and released from the customs control zone for free circulation.
